The Collapse of the 28-Clause Ceasefire Plan for Ukraine: Why Peace Negotiations Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency caused by the presentation of a new 28-point plan for achieving ceasefire appeared – momentarily – to have been stabilised. A senior US official spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Moscow made its countermove: a renewed assault of missile and drone strikes on Kyiv.

The Cycle of Diplomacy and Destruction

The sequence of conflicting incidents captured the grim essence of the recent timeframe. By day, negotiation efforts are conducted: positive announcements are issued from multiple capitals. Immense energy is expended on restraining certain initiatives. By night, Moscow forcefully demonstrates the world that, for them, military action persists as the primary tool for achieving "peace".

Nocturnal Warfare

As the offensive developed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was revealed. Ukraine is able to track projectile deployments from across the border, a ability enabled by up-to-date information. From observation points, military aircraft that had been scrambled to intercept incoming aerial threats roared overhead – modern combat jets delivered to Ukraine by Western partners.

Soon thereafter, Kyiv's anti-aircraft weapons thundered: several firings deployed against a Russian ballistic missile. This was a sophisticated defense system at work, presumably delivered by allied countries. Every launch creates sudden vibrations, rattling buildings. The instant of fear quickly gives way to resigned acknowledgment: maybe the incoming missile won't hit its mark this time, preventing destruction from catastrophe and additional electricity failures.

Persistent Threats

Not long after, a heavy machine gun opened up on a aerial vehicle close by, part of a rapid response unit – most likely Western-made equipment. Sadly, the bullets missed the enemy aircraft – it pressed on overhead toward its target.

Periodically, this persisted until dawn. Kyiv awoke to the daybreak reports: multiple fatalities, destruction and infrastructure problems in numerous residences as a result of the evening attack. As always, everyone still went about their day – living the war. But those 24 hours illustrated Ukraine's critical military reliance on external assistance – a dependence that neighboring countries are demonstrably unable to substitute in the immediate future.

Unsuccessful Negotiations

The detailed framework from US administration sparked intense emotion, controversy and deep concern – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and multilateral gatherings.

Every new approach from American administration adheres to the same pattern: a political offensive against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They manage the tension but never actually secure success. This trend will, undoubtedly, endure.

Strategic Calculations

It is tempting to accuse particular leaders of consistently pushing Russian terms. But that does not seem to be the complete picture. US administration functions according to a principle familiar among experienced diplomats: you cannot achieve through diplomacy what you have failed to defend militarily. The American government believes that it is unfeasible to force Russia to relinquish the territory that it presently holds in Ukraine's southern or eastern regions.

The problem is that while recognising this factual reality, US leadership does nothing to prevent Kremlin actions, through diplomacy or military means, from thinking that the current condition will not change more in its benefit in the coming year.

Divergent Views

Therefore, the Kremlin is certain that the clock favors them – that Ukraine and its supporters are approaching exhaustion. Their reason to agree to terms that does not give them the largest achievable advantage is almost completely absent. There may be numerous efforts to achieve ceasefire, but they will persist as long as Russia's leadership remains highly assured in the outcome.

On the contrary, Kyiv believes that Ukraine can still hold out, slowly losing lives and land but avoiding a entire defensive failure until conditions improve in its benefit.

Present Conditions

Realistically, there are no real preconditions for a truce. Now, subjective factors are entering the equation: personal goals to mediate resolution and secure international recognition, and the government's twin challenges – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the country's interests against any proposal Kyiv finds unacceptable, so that their attention does not shift toward homefront challenges. And although their task will now be significantly challenging after recent developments, it remains highly unlikely that this will modify their basic position.

These opposing factors are driving the talks.

Conclusion and Outlook

It took a only one week to kill the proposed articles of the most recent proposal. Aggressive and erratic handling of the matter by American leadership, opposition by Ukraine and the other European countries, along with pacifying measures of diplomats, and finally, current information leaks, all served their function.

While new plans based on old ideas are imminent, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are based on Russian demands and reflect certain reluctance to alter the situation, if they maintain solidarity and enhance their military capacity at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the foreseeable future, primarily depend on ongoing international assistance.
